              The “kingdom” that Babylon the Great has over the “kings of the earth” must be a figurative or spiritual one and these “kings” could be high officials or spiritual leaders or authority figures in this spiritual “kingdom.”  This would also make it easy to understand how these “kings” can share in the “shameless luxury” of Babylon the Great.
