         We can confidently conclude that this prophecy is showing us an “earthly” situation, an earthly Jerusalem that Jehovah will restore to His favor.  The nations will be in dread of this “Jerusalem” because of all the “goodness” and “peace” that Jehovah will render to those captive ones that He brings back.
