         Paul states here that if there is no Law then there is no transgression. One cannot transgress against a non-existent law. Israel was given a law – therefore, they could transgress against it but the other nations were not given this law or covenant so they could not be charged with any transgressions against it. They would then not need a "release by ransom from transgressions committed while under law," as they were not under this Law Covenant.
