               Pastor Russell believed Babylon the Great to be the “Papacy of Rome” as a system.  Later in 1960, it was believed to be Satan’s world in general.  Since 1963, the Watchtower Society has taught that Babylon the Great is the world empire of false religion (inclusive of Christendom and Pagandom).
