           By saying He would bring His people under the ‘bond of the covenant,’ Jehovah was indicating that there was a need for another covenantal arrangement. The nation, now in complete sin, needed to be atoned for by a ‘special arrangement. ‘ This would be accomplished by means of the ‘second goat’ that would come on the earthly scene. Jehovah, in His Great Foresight, knew this would be needed, so He had it recorded in the Mosaic Covenant.
