           Ezekiel 45:22 tells us that the chieftain is responsible to provide on his behalf and on behalf of the people of the land a young bull as a sin offering. Therefore he is to provide all the sacrifices for the Passover Festival. In spite of being a sinner, one needing to have sacrifices made in his behalf, he obviously has the authority to provide sacrifices for the entire nation.
